Meeting 2, 8 April 2005

The University Council met in Launceston on Friday 8 April 2005. This is a report from that meeting.

Council Members appointed by the Minister for Education

Council noted the the Minister for Education has appointed Mrs Yvonne Rundle to the University Council for a term ending 31 December 2006.

Student Members of Council

Council appointed Ms Kirsten Koh to Council as a student member, for a term ending 31 December 2005.

Declaration of Interest

Several members declared potential conflicts of interest and the Council (in the absence of the particular member) determined whether the member could take part in Council's consideration of the matter to which the interest relates.

Voluntary Student Unionism (VSU)

Council considered the Vice-Chancellor's briefing paper on VSU and unanimously passed the attached resolution.

Governance Framework and Risk Management

Council received a progress report on the governance framework.

Financial Management Report

Council received the draft University financial statements for 2004 with the alterations requested by the Auditor-General, and authorised Finance Committee to approve them at its next meeting, unless any further significant alterations were required.

Built Environment Committee

Council received the Vice-Chancellor's report on the Built Environment committee, noting that the principles agreed by the committee would come to Council for approval as part of the Council Principle on Environment Management. Council also received the Built Environment Committee Minutes of the last meeting.

  • Prizes – Claudio Alcorso Environmental Prize – Searson Buck Human Resources Prize
  • Scholarships – Dr Eric Guiler Honours Scholarship
  • Major Awards – UTAS Law students win in national mooting competition
  • Research Achievements – Improved Shark Testing methods
  • Launches – Companion to Tasmanian History book launch
  • Partnership and Community Engagement – Devil Funds Appeal
  • Major Events – Innovation in Accounting Teaching and Learning Conference

Appointments

Personal Chair
Associate Professor Gino Dal Pont has accepted the appointment to a Personal Chair

Adjunct Professor
Dr Graham Harris and Dr Bevis Yaxley have accepted the appointments of Adjunct Professors.

Clinical Tutor
As currently required under the Honorary, Visiting, Clinical and Adjunct Appointments Policy, Ms Jane Jupe has accepted the appointment as Clinical Tutor of the School of Nursing and Midwifery.

This policy will be reviewed as part of the policy project with a view to restricting the Council reporting requirements to senior appointments.

Ordinance 70 (Graduate Research)

On the recommendation of the Vice-Chancellor, Council made Ordinance 110 amending Ordinance 70 (Graduate Research) to remove the requirement for current or recent supervision by the Dean of Graduate Research, given the incompatibility of such a requirement with the nature of the position now that the Dean is fulltime.

Ordinance 80 (Statement of Affiliation of Jane Franklin Hall)

On the recommendation of the Vice-Chancellor, Council made Ordinance 111 amending Ordinance 80 (Statement of Affiliation of Jane Franklin Hall) to clarify the relationship of affiliation between Jane Franklin Hall and the University.

Rule 127 (Registration of Graduate Research Supervisors)

On the recommendation of the Vice-Chancellor, Council made Rule 128 amending Rule 127 (Registration of Graduate Research Supervisors) to clarify the use of “Dean” in respect of the Dean of Graduate Research and the Dean of a Faculty, and to correct a numbering error.

Centre for Transforming Learning Communities Research

Council endorsed the establishment of the Centre for Transforming Learning Communities Research, subject to these conditions-

  • The Board has discussions with the Director, Professor Sigafoos, as soon as he arrives at UTAS,
  • A strong Advisory Board is established,
  • Clear collaborative mechanisms are established within and outside the Faculty, and
  • The Director has control of the budget of the Centre,

and approved the use of the title ‘Centre for Transforming Learning Communities Research' for the newly created Centre.

Report against Plan: Teaching & Learning Development Plan 2004-2006

Council received the attached Report against Plan: Teaching & Learning Development Plan 2004-2006.

Procedures for Planning and Management of Combined Degrees

Council approved the Procedures for Planning and Management of Combined Degrees.  The Procedures have been developed following widespread discussion of the various issues and an earlier options paper considered by the UT&LC.  The guiding principle is that a combined degree is a separate entity from the component parts.

University Promotions Committee

Council approved the Academic Promotions Policy and Procedures 2005.

Faculty of Commerce name change

Council approved in principle the change of name for the Faculty of Commerce to the Faculty of Business, as this name is better known in international markets and has become the norm at many Australian universities.  The change will take effect from 1 January 2006.

Bachelor of Commerce degree name change

Council approved in principle the change of name for the Bachelor of Commerce to the Bachelor of Business, as this name is better known in international markets and has become the norm at many Australian universities.  The change will take effect from 1 January 2006.

School of Economics and School of Accounting and Finance name changes

Council approved in principle the name changes to School of Economics and Finance and School of Accounting and Corporate Governance, as responsibility for the Finance major within the Bachelor of Commerce has been transferred from the School of Accounting and Finance to the School of Economics.  In addition, the School of Accounting and Finance has now developed a new major and interest in corporate governance.  Hence the names of the Schools no longer accurately reflect their core teaching interests.  The changes will take effect from 1 January 2006.

University Foundation Board of Directors

  • Council consented to the reappointment of Mr Saul Eslake and Mr Russell Paterson as Directors of the University Foundation Board.
  • Council consented to appointment of Dr Christine Mucha and Mr John Bowden as Directors of the University Foundation Board.
  • Council noted that Mr David Rowell had been elected as Chair of the Foundation Board.
  • Council noted that Mr David Rowell had been re-elected as President of the Foundation Governors and that Mr Andrew Ashbolt had resigned as a Foundation Governor.

Research and Research Training Management Plan 2005-2007

Council received the final version of the Research and Research Training Management Plan 2005-2007.
