Meeting 6, 30 September 2005

The University Council met in Hobart on Friday 30 September 2005.  This is a report from that meeting. Topics included:

 

Other matters from the Chancellor

The Chancellor advised that University Chancellors were scheduled to meet on Thursday 6 October and that he would report to the November meeting.

The Chancellor also advised that the “Universities Meet Parliament” dinner scheduled for next Wednesday had been deferred to 2006 because of the rescheduling of the Parliamentary sitting days for the House of Representatives.

Presentation on Health Science Co-Location Project

Council received a presentation from the Health Science Co-location Project Manager on progress to date

2006 Budget

Council received the Vice-Chancellor’s report on the 2006 budget and noted that the Vice-Chancellor will provide a full budget report to the next meeting, at which Council will be asked to approve the draft budget.

Council also received the Vice-Chancellor’s report that proposals relating to quantum leaps in teaching and research were likely to focus on strategic recruitment; marketing; honours/Masters/PhD scholarships packages; postgraduate coursework; Launceston.

Overseas graduation ceremonies

Council approved the conduct of formal graduation ceremonies in China for the UTAS students at the IEN Institute at Shanghai Fisheries University (SFU) and the IEN Institute at Zhejiang University of Technology (ZUT) who will be graduating with a UTAS degree in 2006, noting that there may be an opportunity for State government involvement in any such ceremonies.

Council also noted that it would be appropriate to build the costs of overseas graduation ceremonies into the relevant course fees in future.

Amendment to Ordinance 33 (Academic Dress)

Council made the Ordinance amending Ordinance 33 and resolved that it is to be sealed.

Matters raised by Council members

The Chancellor advised members that the Minster for Health had raised with him, and with the Vice-Chancellor, the extent of the UTAS contribution to the public hospital system.  The Chancellor advised that he had formed the impression from that discussion that UTAS needs to do more to publicise the extent of its contribution.

Governance Framework

Council received a status report on the governance framework.

National Governance Protocols (NGPs)

Council received the Chancellor’s report on the National Governance Protocols.

Meeting Dates for 2006

Council noted the meeting dates for 2006-

  • Friday 17 February (Hobart)
  • Friday 31 March (Hobart)
  • Friday 2 June (Burnie)
  • Friday 14 July (Launceston)
  • Friday 1 September (Hobart)
  • Friday 13 October (Launceston)
  • Friday 1 December (Hobart)

Council also noted that –

  • The Council Appreciation dinner will be held on Thursday 16 February
  • The Council Conference will follow immediately after the February meeting and continue over Saturday 18 February.
  • Council members will be invited to the UTAS Foundation Dinner on 30 March.
  • It is intended to have the annual dinner with the State Cabinet on 31 August 2006.
  • There will generally be a meeting with local community leaders and/or an informal Council dinner on the evening before each Council meeting.

Built Environment Committee

Council received the Vice-Chancellor’s report on the Built Environment Committee meeting of 26 September.

Council noted that it intends to consider the proposals coming from the master planning consultancy at the Council planning conference on 17/18 February 2006.

UTAS Alumni

Council received the Vice-Chancellor’s report on UTAS Alumni.

Significant Achievements

Council received the Vice-Chancellor’s report on significant achievements by the University, its staff and students.

Vice-Chancellor’s delegations

Council agreed to vary the Vice-Chancellor’s delegations to authorise the Vice-Chancellor to execute leases under the Commonwealth-funded Rural Health Scheme for terms of not more than 10 years.

Ordinance 8 (Student Complaints)

Council made the Ordinance amending Ordinance 8 (Student Complaints) to correct the composition of the complaints panel for graduate research candidates and resolved that it is to be sealed.

University By-Laws

Council made the By-Law amending the University By-Laws and resolved that it is to be sealed.

Course name changes

Council approved the name changes of these courses –

  • Diploma of Aquaculture to change to Associate Degree in Aquaculture
  • Bachelor of Health Science/Bachelor of Applied Science (Medical Imaging) to change to Bachelor of Health Science/Bachelor of Medical Radiation Science (Medical Imaging).

Academic Senate meeting –9 September 2005

Council received the report on the Academic Senate meeting of 9 September 2005 and the minutes of that meeting.  The major items discussed at Senate were-

  • Draft community engagement policy
  • Report on the Australian Universities Quality Agency audit
  • Role, responsibilities, rewards and support for Heads of School
  • 2006 Budget progress report
  • Update on the Research Quality Framework

Graduation in Absentia and Conferring of Awards

These students graduated in absentia at the Council meeting-

  • Timothy Maurice Carson    (Master of Education)
  • Robert Leonard Salier Keam (Bachelor of Commerce)
  • Jessica Judith Young (Bachelor of Arts)
